What the detail says

The detail explains the occurrence; it can read, for example:

• Calls cannot connect right now. Try again in a moment.
• This file is not ready to send: finish the upload, or pick a file that passed the malware scan.
• This message’s file is not stored yet, or could not be copied from WhatsApp.

Handling it

The current state does not allow this; read it again before retrying. Briefly unavailable; retry with backoff.
