## What the `detail` says

The `detail` explains the occurrence; it can read, for example:

- Calls cannot connect right now. Try again in a moment.
- This file is not ready to send: finish the upload, or pick a file that passed the malware scan.
- This message's file is not stored yet, or could not be copied from WhatsApp.

## Handling it

The current state does not allow this; read it again before retrying.
Briefly unavailable; retry with backoff.
