The endpoint is turned off. Turn it back on (`PATCH` with `status: active`) before replaying events to it.

## What the `detail` says

The `detail` explains the occurrence; it can read, for example:

- Turn the endpoint back on before replaying events to it.

## Handling it

The current state does not allow this; read it again before retrying.
