Test keys and test SDK sessions cannot call Meta for a live WhatsApp number (messages, WhatsApp calls, templates, number and catalog changes) or move money (payments, subscriptions, wallet settings). Use a live key, or connect a WhatsApp test number for the Meta operations.

## What the `detail` says

The `detail` explains the occurrence; it can read, for example:

- Test-mode keys and SDK sessions cannot reach WhatsApp or move money for a live account. Use a live key, or connect a WhatsApp sandbox number.

## Handling it

The request is understood but refused; retrying it unchanged fails again.
