The partner user token lists an `externalRef` that is not one of the partner’s stores. Create the store first.

## What the `detail` says

The `detail` explains the occurrence; it can read, for example:

- The partner has no store with the externalRef ….

## Handling it

The request is understood but refused; retrying it unchanged fails again.
