## What the `detail` says

The `detail` explains the occurrence; it can read, for example:

- Billing can't check the balance right now, so paid messages and calls are paused. Try again in a moment.
- Paid template messages can't be sent because billing is not set up on this server.
- WhatsApp calls to customers can't be placed because billing is not set up on this server.

## Handling it

Briefly unavailable; retry with backoff.
